Mike Kelley is a principal with West Development Ventures. In his capacity, he has directed the entrepreneurial growth since its inception and continues to lead its current strategic direction.

He was recently a development partner with The Pacific Companies where he sourced and executed over 35 projects totaling more than $500M in development costs. Previously, he served as a lobbyist representing local governments before the California State Legislature on finance related matters. 

Mike holds a B.A. from the University of California at Davis, a Master of Public Policy from the University of Southern California and has completed Harvard’s Business School Real Estate Management Program. His professional affiliations include CCIM, ULI and the BIA. In his free time, he enjoys water skiing, snow skiing and windsurfing.

Bob Lawler is a principal with West Development Ventures. Mr. Lawler oversees financing strategy and execution. He has over 15 years of experience as an investor, developer, and commercial lender combining tax-exempt bond financing with the Federal Low-Income Housing Tax Credit program.

He most recently served as the Director of Affordable Housing for Reliant Group Management, LLC, a San Francisco-based real estate investment company with a focus on both market rate and affordable rental housing.

Mr. Lawler has an B.A. in Economics from UCLA and an MBA from U.C. Davis. He is an avid snow skier and sport car enthusiast.

Chuck Rucker is a Principal with West Development Ventures. Mr. Rucker oversees the overall acquisition and development process. 

He has been responsible for sourcing and executing a wide variety of residential and opportunistic ventures, including apartments, single family detached, educational facilities and mobile home parks. Prior to his involvement in real estate, Mr. Rucker co-founded a number of successful venture and non-venture funded Internet software firms. 

Mr. Rucker holds a B.A. from California State University at Chico. He enjoys skiing, mountain biking, golfing and fishing with his family.

Mr. Rucker is a licensed Real Estate Broker (BRE #01304319).

Brian Cooley is a Principal with West Development Ventures. Mr. Cooley is the lead for sourcing and structuring single family housing projects and opportunistic ventures.  Collectively, he has been involved in the development of over 10,000 residential lots and 450,000 square feet of commercial space.

Brian served three terms as a Member of the Sacramento County Board of Education from 2000 to 2012. He holds a B.A from California State University at Sacramento. His professional affiliations include BIA, ULI, and Region Builders. Brian is an avid runner and golfer and enjoys spending time with his daughter Alyssa.
